Yes. Exactly. Though, I believe there is a process failure involved in bringing
a document to last call on the subject of fraudulent research.

This particular document is intimately related to Karrenberg's discredited
research. Essentially, this document's purpose documents the practice that
Karrenberg (and ISC) have been advocating. Kessens is obviously aware of this
document, and is directly involved.

I think the proper action of the Area Director for the Operations Area would be
tell the WG Chair that this document cannot proceed because of the fraud issues.
Of course, we have now seen what Mr. Kessens actions have been.
