I think the decision being appealed can be found in the subject:

"Appeal Re: grow: Last Call: 'Operation of Anycast Services' to BCP
(draft-ietf-grow-anycast)"

There is only one IESG decision of Last Call regarding "'Operation of Anycast
Services' to BCP (draft-ietf-grow-anycast)" that I can find. Is there another
IESG decision with a similar name? There seems to be no ambiguity that I can
find, but I can clarify that as you wish.

I'll send you an updated appeal tomorrow.
