Well, you could be appealing the WG decision to send it to David; you
could be appealing the decision to last call it. I think the real
confusion is that everyone involved is sufficiently confused by the
idea of appealing a decision to last call a document that it takes
getting used to.

And it was not clear to me or Brian until I read your message this
morning that was what you were trying to do.
