Dean.  I believe that absent the patent claims, the technical content
of the document would merit publication.

Given the patent claims, I have no personal interest in getting the
document published.  I believe there is no IETF consensus to publish
on the standards track.

To the best of my recollection I have not made a public statement on
publishing off the standards track beyond "not something I care to
do."
